Ian joined SPD as Director for Employment Services in January 2026. In this role, he oversees the job placement and support, training and supported employment programmes within SPD.
Prior to joining SPD, Ian spent 12 years with the Ministry of Social and Family Development (MSF) overseeing various portfolios. In his last appointment, as Senior Deputy Director for the Residential Support Branch, Ian transformed the rough sleepers’ outreach and residential placement services, and enhanced case support for rough sleepers through close partnerships with PEERS Network partners. He was also instrumental in orchestrating MSF’s Street Count in 2025.
As General Manager of Social Service Office @ Kreta Ayer and Bukit Merah, and before that, Social Service Office @ Jalan Besar and Toa Payoh, Ian built strong partnerships with community and government agencies through pro-active and coordinated service delivery.
Beyond operations, Ian also has experience in Ops Policy work, leading the service management and development initiatives for eldercare services in MSF to drive service excellence across the various programmes.
Ian holds a Bachelor of Arts (Economics and Statistics) from National University of Singapore.
