SPD Welcomes Our New President and Vice-President

At our Annual General Meeting (AGM) held virtually on 26 September, we announced the appointment of Mr Winston Ngan as our new president. Mr Ngan will be taking over Ms Chia Yong Yong, who has served on SPD’s board of management as President for 12 years.

Under Ms Chia’s leadership, SPD achieved a number of milestone achievements, including receiving the Charity Governance Award in 2012 and 2016, the Charity Transparency Award for four consecutive years, as well as the accreditation by the Commission on Accreditation of Rehabilitation Facilities (CARF) International for our Continuing Therapy Programme, Transition to Employment Programme and SPD Rehabilitation Centres.

We would like to express our deepest appreciation to Ms Chia for her guidance and foresight. As an avid advocate for persons with disabilities and SPD, Ms Chia will always be a part of the SPD family and she will continue to guide us as we carry out our mission.

Taking over as our President is Mr Winston Ngan who was previously Vice-President.

No stranger to the social service sector, Mr Ngan has been a key member of SPD’s Board of Management since 2010. He was Vice-President between 2012 and 2020 before his appointment as SPD’s President in September 2020.

Mr Ngan has more than 20 years of audit and professional experience, with a focus on serving banking and asset management clients, with operations spanning Asia-Pacific.  His expertise extends to regulatory compliance advisory, fraud-related investigations, internal audit, and internal controls for financial services clients. Mr Ngan was a Partner in one of the top four accounting firms in Singapore, a Chartered Accountant of the Canadian Institute of Chartered Accountants, and a member of the Institute of Singapore Chartered Accountants and CPA Australia.

Succeeding Mr Ngan as Vice-President is Ms Ong Toon Hui.  In addition, Mr Tan Soo Nan has retired from our Board as well as from the Resource Mobilisation & Partnerships Committee as chairman. We are grateful for his guidance and leadership in bolstering our fundraising capabilities in the last six years.

As we welcome our new Board and Committee members, at the same time bid temporary farewell to those who have stepped down, we are forever indebted to all of them who have unreservedly volunteered their time to work alongside us so that we can focus on our clients, our people and our stakeholders.
